Probably both, doesn't really bother me, it's not something I've ever thought about.

I used to love midriff tops and see nothing wrong with them if they look good on a person. Same with short skirts of any material.

Probably attempting to show off their bodies.  Or emulating someone they admire who dresses like that.

There is no reason in fashion.

Personally, I wish that they would run around naked, but the fashion industry does not listen to me.
