ever changing job duties

The change is not subtle nor is to progress. It's a drastic 180 degree abrupt change without a say. I've had 3-4 changes in the past year. I guess I'm just not use to this since my previous jobs would only change duties to move forward. 

Onto another drastic change this week. It is a pile of 2000 pages per month. This time, I politely told them that I decline the new duties because I honestly don't have the required skills and experience. I tried it for a couple days but I don't understand it, They said that department needs help. Still, I told them I don't have the schooling to do the work. 
So I decided to give it one week of feeling lost all day, then it would be time to find something else before I'm fired. Any advice, please?

If you are not able to do the job, and they are not very flexible, then yes, you may want to consider finding a more suitable job.
